In 2022, the whole army publicly recruited civilian personnel for the society.
In order to recruit outstanding social talents to serve the army building, according to the Regulations on Civilian Personnel of the Chinese People’s Liberation Army and relevant policies and regulations, the Political Work Department of the Central Military Commission will organize and implement the open recruitment of civilian personnel for the whole army in 2022. The relevant matters are hereby announced as follows:
First, the candidates
Military civilian personnel are recruited for graduates of ordinary colleges and universities or social talents. Among them: graduates of ordinary colleges and universities include fresh graduates and non-fresh graduates, and fresh graduates refer to graduates who graduated in 2022 and obtained corresponding diplomas and degree certificates in that year; Non-fresh graduates refer to unemployed college graduates who have not implemented their work units during the two-year employment period, and their accounts, files and organizational relationships remain in the original graduate school, or in the graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service institutions at all levels and public employment service institutions at all levels.
Targeted recruitment targets are military martyrs, spouses and children of soldiers who died in the line of duty, brothers and sisters of unmarried military martyrs, and spouses of active military personnel.
In 2022, mainly for the public to openly recruit civil servants in management positions below the department level and professional and technical positions below the intermediate level.
Second, the application conditions
(1) Political conditions. Applicants should meet the standard conditions for political assessment of civilian personnel recruited by the military.
(2) academic qualifications. Applicants should have a full-time undergraduate degree or above in ordinary colleges and universities. Full-time requirements are not required to apply for positions in hard and remote areas and islands, as well as special positions. Units stationed in hard and remote areas and islands can recruit military martyrs, spouses and children of soldiers who died in the line of duty, brothers and sisters of unmarried military martyrs, and spouses of active servicemen. Except for professional and technical positions in teaching, scientific research, engineering and medical treatment, the requirements for applying for academic qualifications can be relaxed to college. Those who apply for nursing, art and sports positions may have a college degree or above.
(3) Qualifications. Applicants should have the professional titles and professional qualifications required for the recruitment positions. Except as clearly stipulated by laws and regulations, those who apply for junior professional and technical posts and doctoral students apply for intermediate professional and technical posts are not required to meet the qualification requirements.
(4) Physical condition. Applicants should meet the standard conditions for physical examination of civilian personnel recruited by the military.
(5) Age conditions. Those who apply for management positions or junior professional and technical positions below the deputy level at the department level shall not be over 35 years old; Those who apply for department-level chief management positions or intermediate professional and technical positions shall not be over 45 years old.
(6) Other conditions. On the premise of meeting the above basic conditions, the specific application conditions are determined by the employer according to the needs of the recruitment position.
Applicants get their academic degrees, and the deadline is July 31, 2022.
Third, the recruitment process
(a) announced the recruitment information. The Political Work Department of the Central Military Commission released the information on the open recruitment of civilian personnel for the whole army in 2022 to the public through the military talent network (website: http://www.81rc.mil.cn or http://81rc.81.cn).
(2) Registration and preliminary examination. The registration time is from 8:00 on December 5 to 18:00 on December 9, 2021. The deadline for preliminary examination of registration qualifications is 18:00 on December 11 and the deadline for payment is 18:00 on December 12.
According to the published recruitment information of civilian personnel, applicants register through the military talent network, truthfully fill in personal information and upload relevant certification materials according to the registration process and requirements, select the employer and recruitment position, and apply for the preliminary examination of registration qualifications after confirmation. All departments of the Military Commission and the political work departments of major units conduct a preliminary examination of the information reported by the applicants through the registration system of the Military Talent Network to confirm whether they meet the conditions for applying for the examination. Generally, the preliminary examination results are fed back in about 2 days. Those who apply for the preliminary examination of registration qualifications and pass the preliminary examination cannot modify the registration information or report to other positions; If the qualification conditions fail to pass the preliminary examination within the registration time, you can change to other positions; Those who failed the preliminary examination of qualifications during the period from 18:00 on December 9 to 18:00 on December 11, 2021 cannot be reported to other positions. Applicants who have passed the preliminary examination of registration qualifications can pay the registration fee and choose the examination city. The registration fee should be paid by online payment within the specified time, and each examination subject is RMB 50 yuan. Only when the applicant pays the fee successfully and prints out the registration receipt can the registration be effective. Registration information and refund will not be changed after registration and payment.
Candidates who meet the requirements of academic degree and pass the preliminary examination of registration for doctoral recruitment positions can participate in the interview directly without written examination after approval by the Political Work Department of the Central Military Commission, and the list of interviewers is published on the military talent network. Such applicants may not report to other positions after they have passed the preliminary examination; Print the registration receipt before 18:00 on December 12, 2021, without paying the registration fee.
For art and sports posts, interview first and then written test. Applicants should register for the interview at the employer first according to the recruitment post plan and the guidelines for employers of culture and sports issued by the whole army. Only those who pass the examination can be qualified to register for the unified examination of the whole army. On December 12, 2021, they will log in to the military talent network from 8:00 to 18:00 to pay the registration fee and print the registration receipt.
Qualification examination runs through the whole process of recruitment. In the recruitment process, if it is found that the applicants do not meet the qualification requirements, the employer may cancel their qualification or employment qualification.
(3) Unified examination. Candidates can print their admission ticket through the military talent network from 9:00 on January 4 to 14:00 on January 9, 2022, and take the exam organized by the whole army at the designated time and place with the admission ticket and resident ID card.
The unified examination of the whole army was conducted on January 9, 2022, including public subjects and a corresponding professional subject, which mainly assessed the comprehensive quality and professional foundation of the applicants. The examination outlines of public subjects and professional subjects can be browsed and downloaded on the military talent network. Among them, the examination syllabus of professional subjects is divided into 45 majors in 13 categories, including philosophy, economics, law, education, literature, foreign languages and literature, history, science and technology, agriculture, medicine, library and archives, art and management. For professional posts in minority languages and minority languages that are not covered by the professional subject examination syllabus, the written examination of professional subjects shall be based on the proposition of the corresponding language undergraduate education syllabus.
Examination time of public subjects: 9: 00-11: 00 on January 9, 2022;
Examination time for professional subjects: January 9, 2022, 14:00-16:00.
(four) to determine the list of finalists. The Political Work Department of the Central Military Commission demarcates the qualified scores of public subjects according to the proportion of 90% candidates on the line; According to the proportion of short-listed candidates for recruitment positions, the list of short-listed candidates will be determined from high to low according to the unified examination results of the whole army, and the list will be published on the military talent network.
For those who have passed the qualification examination and achieved effective results in the unified examination of the whole army, the policy of extra points and preferential treatment will be implemented. Among them, the military martyrs, the spouses and children of soldiers who died in the line of duty, and the brothers and sisters of unmarried military martyrs will get 10 points in the public subject examination; Servicemen, ex-servicemen in that year (2022), spouses and children of on-the-job deceased soldiers and active-duty cadres who have changed to civilian personnel, and retired outstanding college soldiers who have worked in the army for more than 5 years and have not been recruited into the original social recruitment of civilian personnel, social employment personnel and service life of more than 5 years and have been rated as good soldier or won awards or above, the scores of public subject examinations will be increased by 5 points.
The army dispatched to perform the task of prevention and treatment of COVID-19 epidemic in the first line, but failed to compile the original social recruitment of civilian personnel, non-active public service personnel, social employment personnel and retired university student soldiers. On the basis of meeting the above-mentioned requirements, the scores of public subjects can be added with 5 points. Among them, those who belong to military martyrs, spouses and children of soldiers who died in the line of duty, and brothers and sisters of unmarried military martyrs, the cumulative bonus points shall not exceed 15 points; Those who belong to the spouse children of active servicemen, retired servicemen in that year (2022), on-the-job deceased servicemen and active-duty cadres who are transferred to civilian personnel will receive a cumulative bonus of no more than 10 points.
Public subjects or professional subjects with a single exam score of zero or absent from the exam are not included in the list of candidates for the exam.
(5) Interview and physical examination. The employer shall review the basic information, academic degree, professional qualification, work experience, admission ticket and other originals or supporting materials of the finalists in the examination, and determine the list of interviewers according to the applicants’ intention to participate in the interview and qualification examination. After the list is reviewed by the departments of the Military Commission and the political work departments of major units, the employer or its superior unit shall organize and implement the interview in accordance with the regulations. After the interview results are confirmed, the employer will inform the applicants of the interview results on the spot.
Physical examination shall be conducted in a prescribed medical institution. Applicants who have doubts about the medical examination results may apply to the employer for a re-examination within 3 days after receiving the medical examination results. Among them, for the items that can affect the examination results by taking drugs or other treatment means, the receiving hospital will not review them, and the conclusion of the physical examination will be subject to the conclusion of the initial examination. In accordance with the provisions of the need for re-examination, the employer shall organize the implementation, and the physical examination results shall be subject to the re-examination conclusion.
(6) Determine the pre-selected objects. The full marks of public subjects, professional subjects and interview results in the unified examination of the whole army are all 100 points, and the total score is converted according to the percentage system. Among them, public subjects, professional subjects and interview results accounted for 30%, 30% and 40% respectively. The scores and total scores of each subject can be retained to two decimal places.
The employing unit shall determine the pre-selection object according to the proportion of the number of candidates enrolled in the plan of 1:1.2 and the total score of the applicants from high to low, and inform me in time whether I have been determined as the pre-selection object. Among them, if the interview score is lower than 60 points or the medical examination is unqualified, it shall not be used as the pre-selection object; If the total score is the same, the ranking will be determined according to the interview results and professional subject results in turn.
Pre-selection targets for artistic and sports posts of cultural and sports employing units shall be determined by the Political Work Department of the Central Military Commission in accordance with the above provisions.
(7) Political assessment and comprehensive investigation. The employing unit organizes political assessment and comprehensive investigation of the pre-selected objects. Political assessment mainly examines political outlook, religious beliefs, law-abiding and major social relations, and organizes foreign-related security review; The comprehensive investigation mainly examines the realistic performance, comprehensive quality and professional ability.
(8) results inquiry. The Political Work Department of the Central Military Commission, through the military talent network, will provide the query of the unified examination results of the whole army around mid-March 2022. The marking of objective questions and subjective questions in the examination depends on the national specialized institutions, and adopts the automatic score processing system. There is no manual scoring and scoring process. Except for special circumstances such as lack of examination, violation of discipline and zero score, in principle, applications for reexamination of candidates’ scores are not accepted; If it belongs to the scope of performance review, apply for scoring according to the procedures and time limit specified in the application guide; After the review period, candidates’ applications for review will no longer be accepted.
(9) Determine the candidates to be employed. For the pre-selected objects that have passed the political examination, the employer shall determine the list of candidates to be hired according to the total score ranking. The list shall be publicized simultaneously on the military portal website and the military talent network of the unit after being uniformly audited by all departments of the military commission and the political work departments of major units. The publicity content includes the name, gender, admission ticket number, recruitment position and recruitment score line of the candidate to be hired. At the same time, the supervision acceptance telephone number and e-mail address are announced, and social supervision is accepted. The publicity period is 5 days.
After the candidates are identified as the pre-selected objects or the candidates to be hired, if I voluntarily give up the employment qualifications or fail to meet the employment conditions after verification, the employer can make up for them from the objects that have passed the interview and physical examination according to the total score of the candidates, and conduct political review and online publicity according to the regulations.
Civil servants and social employees who have not been recruited by the original society, especially business backbones, families of martyrs, and retired outstanding college students and soldiers, are given priority under the same conditions.
(10) Go through the examination and approval procedures for employment. Around mid-May, 2022, candidates who publicize without objection or reflect problems that do not affect employment will be examined and approved by the political work department of the theater-level unit. After the newly hired personnel pass the examination and approval, the employer shall promptly notify them in writing to work. Among them, the employer shall sign an employment contract with the newly hired personnel in professional and technical positions according to the regulations.
(eleven) to organize supplementary employment. From June to July, 2022, for the positions that are not fully recruited as planned (doctoral recruitment positions can be added), the employer can apply for supplementary records step by step, which will be approved by the Political Work Department of the Central Military Commission and published on the military talent network. Except those who fail in the first round of recruitment, political assessment and comprehensive investigation, other applicants can apply for re-recorded positions that meet the corresponding conditions with the effective results of the unified examination of the whole army (those who apply for re-recorded positions for doctoral recruitment do not need the unified examination results of the whole army). The Political Work Department of the Central Military Commission shall, in accordance with the prescribed proportion and requirements, examine and determine and issue a list of the finalists. The employing unit shall, in accordance with the prescribed procedures, select and determine the objects to be re-recorded and organize publicity, and sign the employment contract as required.
The whole army openly recruits new recruits to the society, and the starting time of the employment contract period shall be implemented in accordance with the relevant provisions on the management of employment contracts for military civilian personnel. The new recruits will be on probation for 6 months. The list of newly hired personnel shall be reported to the Political Work Department of the Central Military Commission for the record.
New recruits who fail to obtain the academic degree, professional title and professional qualification required by the recruitment position within the specified time, as well as those who fail to pass the probation examination, will be disqualified.
Fourth, special tips
This unified examination and interview of the whole army does not specify counseling books, nor does it hold or entrust any institution to hold counseling training courses. Applicants can make relevant preparations according to the examination outlines of public subjects and professional subjects published by the Military Talent Network. At present, the remedial classes, counseling websites, publications, Internet cards, etc. held in the society under the guise of public recruitment of civilian personnel have nothing to do with this recruitment. Please be vigilant and don’t be deceived.
In 2022, the final interpretation right of the whole army’s public recruitment of civilian personnel belongs to the Political Work Department of the Central Military Commission.
